A phased, Nation-led pathway under C-92

Exercising jurisdiction under Bill C-92 requires more than drafting law. It requires governance clarity, structured engagement, practical service design, fiscal readiness, and transition planning.

We bring structure and implementation discipline while recognizing that each Nation’s pathway is unique. Work is organized in phases so progress is fundable, defensible, and aligned with real capacity.

 

How this works in practice

  • Phases are adapted to your pace and capacity
  • Workplans are structured for capacity funding alignment
  • Deliverables are documented and decision-traceable
  • Engagement is designed to reduce consultation fatigue
  • Project controls are light but disciplined

What we do not do

  • We do not replace legal counsel; legal drafting and interpretation should be completed by qualified counsel under the direction of the Nation/IGB
  • We do not rush law development to meet arbitrary timelines
  • We do not apply one Nation’s pathway to another

Our goal is to strengthen Nation-led decision-making with structure that is practical, durable, and implementable.

Our Phases

Phase 1: Mandate & Readiness

  • Confirm governance mandate / IGB structure
  • Readiness scan: current service pathways, staffing, delegated agency relationships, and gaps

Phase 2: Community Engagement & Values Mapping

  • Elders / Knowledge Keepers / Matriarch circles
  • Youth and family sessions: trauma informed
  • Urban member engagement
  • Values-to-clauses mapping for law drafting

Phase 3: Drafting Support - Law + Policy + Implementation Code

  • Draft structure and working versions for review/validation
  • Fit-check against C-92 principles: best interests, cultural continuity, substantive equality

Phase 4: Service Model + Budget + Data Foundations

  • Scope (prevention/protection/post-majority)
  • Workforce plan and operating model
  • Budget and costing aligned to your model
  • Data governance and IT roadmap

Phase 5: Coordination/Fiscal Readiness

  • Prepare for discussions with Canada/Province
  • Organize the “table-ready” package of deliverables and decision points

Phase 6: Activation & Transition Planning

  • Operational architecture
  • Risk mapping
  • Transition planning
